How do I nicely say Stop Complaining to a Complainer?
I dont want to be that mean
because this person blows up fast
if i just out right tell them to stop complaining

Just make it sound like a "joined venture" and say :
"Let US remain positive and count OUR blessings !"
That way he won't feel singled out.
You can then, if you so wish, give him some Positive facts about the situation in question that this person has overlooked.
If you do this on a regular basis, this complainer will not feel like coming to you anymore as he will - every single time - lose the argument.
Complainers always turn to people who lend them an ear. Stop lending yours - in a nice and polite way - of course.
That's the way I deal with this type of person and it works every single time once they realize I am not sympathetic to their "unjustified" complaints.
My motto : Always remain Positive Minded and you'll always find a positive side to any situation.
